ONIE 2019.02 is now available

Hi everybody.
The quarterly release of ONIE is now available, and since the repository is out of it's month-prior lockdown period, so I'll be processing a bunch of pull requests shortly.  

Also, a big thank you to all the people who have contributed (and continue to contribute) to ONIE and it's success.  I've appended some contributor statistics pulled from Git in this message after the release notes.

I found 2019.02.01 had been pushed to github. But the branch lacks a commit to stamp release version.

Hi David,
 I finally blocked off a day to catch up on ONIE ( which should be getting more frequent as the perfect storm at work starts abating... ).

If I'm understanding you right, the issue is that the branch is missing a commit that says 'Add release version', like this one for 2018.02?

Yes, it is missing a commit that says 'Add release version'.
