Jordan Tse

Hi everyone,

I heard feedback from EPD International on a few clarifying questions that I felt might be useful to understand (below).  Please reach out if there is any interest in stepping up to be the “moderator” of this process.

------------------------------------------------------------

If we develop this PCR with EPD International, are we also able to leverage this same PCR with other EPD operators? (ex. UL, SGS, etc.)? The PCR can be used to register EPDs also in other EPD programs, if we have a mutual recognition agreement for PCRs with that program and that program has adopted the PCR. Today we have MRAs with EPD Norway and AENOR Global EPD. We’re working on expanding such collaborations in the future, in order to expand the use and harmonization of PCRs across programs – you can read more about our initiative on this subject here: https://www.environdec.com/global-network/intl-cooperation-ppp

How long does each phase of PCR development process take? (initiation, preparation, open consultation, review/approval/publication)  The full process usually takes 8-10 months. Normally from initiation to start of open consultation (i.e. the preparation of the first draft): 1-3 months. Open consultation: 2 months. Update of the PCR based on the Open consultation: 1-2 months. Review: 6 weeks. Final update and publication 1-2 months. As this is a main PCR, with a broad scope, on which we can expect a lot of interest from Committee members during preparation and from other stakeholders during Open consultation, I would expect the process to rather be a bit longer than a bit shorter. As soon as the process has begun, however, so-called pre-certified EPDs are possible to register, which are based on the GPI, valid 1 year and then has to be renewed based on the published PCR.

What is the time-level commitment (per week, per month) for a moderator and for committee members? This depends on how many committee members there are, how many comments are received in the open consultation and in the review, and the experience of the moderator. Having said this, we usually say it takes approximately two weeks full time work for a moderator during the 8-10 months development period. Obviously less time is expected from committee members, but I would say this depends a lot commitment and interest and how much involvement the moderator asks for and expects.

Subject: [Sustainability-Metrics-LCA] OCP Sustainability Initiative - Metrics Workstream Call

Hi Metrics & LCA sub-stream,

Quick update: We are getting responses back from organizations – UL, EPD International - about developing a Product Category Rule for Environmental Product Declarations (EPDs) specific to electronic device and components.

Wanted to forward along this instructional document on development of PCRs from EPD International, as well as what they are looking for:

We are currently looking for members to the PCR Committee, which is the working group developing the PCR, as well as a PCR Moderator, which leads the work of the PCR Committee. So far, we have received interest to be part of the committee, but we’re yet to find a moderator. Once a moderator has been found and approved, the development process will be initiated and announced.

You can read more about the process of PCR development, from initiation (e.g. including requirements on the PCR Moderator and the PCR Committee) to publication, in our General Programme Instructions, see attached. Specifically, consider Chapter 5, pages 16-22. Here also is the concepts of “main PCR” and “complementary PCRs” are explained.

Looking forward to discussing more in our upcoming meeting.
